Strictly control new coal-fired power projects, achieve the international advanced level of coal consumption standards for new units, orderly eliminate backward coal-fired power production capacity, accelerate the energy-saving upgrading and flexible transformation of active units, actively promote the transformation of heating, and promote the transformation of coal-fired power to both basic support and system regulatory power. Strictly control the scale of supporting coal-fired power for trans regional transmission of renewable energy power, and the proportion of renewable energy power in new channels shall not be less than 50% in principle. We will promote the reduction and limitation of coal in key coal industries. Vigorously promote the clean utilization of coal, reasonably delimit the areas prohibited from loose burning, take multiple measures at the same time, actively and orderly promote the replacement of loose coal, and gradually reduce or prohibit the loose burning of coal.
