NaaS's successful bid for constructing the Zhejiang Provincial Charging Regulation Platform marks the formation of new qualitative productive forces, driving high-quality development in the region.

Recently, EqualOcean noted in a bid award announcement on the Zhejiang Government Procurement Website (https://zfcg.czt.zj.gov.cn/) that NaaS (NASDAQ: NAAS) has won the bid for "Zhejiang Provincial Charging Infrastructure Governance and Regulation Service Platform Construction Project" (hereinafter referred to as the Project) of Energy Administration of Zhejiang Province. It marks that NaaS has officially become a provincial government supplier of Zhejiang Province. Leveraging digital and intelligent technology, NaaS will engage in building a unified provincial charging infrastructure network, setting a provincial paradigm project of new energy management, and nurturing new qualitative productive forces, with a view to making efficient energy transformation and carbon neutrality first achieved in Zhejiang.

Against the backdrop of utmost effort in promoting the development of EV industry at state level with charging piles as the centerpiece, it's a top priority to figure out how to manage regulation, instruction and service regarding charging and battery swapping infrastructure under rapid development. The Guiding Opinions on Further Building A High-quality Charging Infrastructure System issued by the General Office of the State Council makes clear requirements for building a connected information platform directed by the government and led by the market, and encourages provinces (autonomous regions or municipalities) to set in place their own charging infrastructure regulation and operation service platforms, with a focus on cementing connectivity of provincial platforms.

Zhejiang Province, as a major economically developed province, is taking the lead nationwide in terms of EV development and charging infrastructure construction. The latest statistics of the China Association of Automobile Manufacturers (CAAM) and China Electric Vehicle Charging Infrastructure Promotion Alliance (EVCIPA) suggest that Zhejiang is ranked second in the country by the number of EVs and public charging piles. In light of the sheer difficulty and complexity of charging infrastructure governance and regulation, its construction and application of regulation and governance platform have significant demonstration value and driving role across the country.

The bidding "Project" of the Energy Administration of Zhejiang Province, based on digital and intelligent platform, is scientifically arranged and built and structurally optimized, with the aim of addressing challenges of imperfect layout, unbalanced services and nonstandard operation in charging pile construction and operation. Shored up by the provincial government service cloud and development and reform cloud, the project intends to build a unified charging infrastructure network within Zhejiang. The practice sets a precedent in China.
