On March 3, witnessed by US President Donald Trump, CC Wei, Chairman of Chinese Taiwan Semiconductor Manufacturing Company (TSMC), announced at the White House that TSMC would increase its investment in advanced semiconductor manufacturing in the US by USD 100 billion (CNY 723 billion). TSMC's recent investments in the US mainly focus on an ongoing advanced semiconductor manufacturing project worth USD 650 billion in Phoenix, Arizona. Based on this, TSMC's total investment in the US is expected to reach USD 165 billion. This expanded investment includes the construction of three new wafer fabs, two advanced packaging plants, and a major R&D center.
From March 16 to 19, Arizona Governor led a delegation to Taiwan. Governor Hobbs and her team plan to visit Taiwan's foreign affairs department, economic affairs department, and key enterprises such as TSMC.
On March 17, according to United Daily News in Taiwan, Trump stated in an interview with the media that he would increase TSMC's investment amount from the original USD 100 billion to USD 200 billion. Trump linked investment with tariff policies, claiming that if CC Wei did not come to the US, TSMC's products exported to the US would face extremely high tariffs.
A report from the Industrial Technology Research Institute (ITRI) in Taiwan pointed out that the proportion of core technical personnel from enterprises going to the US has risen from 12% in 2023 to 35% in 2025. The flow of key technologies may affect Taiwan's position in the global semiconductor industry chain.
Meanwhile, China's semiconductor self-sufficiency process is accelerating. SMIC's production capacity for mature processes of 28 nanometers and above already accounts for 19% of the global total, and Yangtze Memory Technologies (YMTC) has broken through the 300-layer barrier in its 3D NAND flash memory technology.
