France will introduce per-item environmental penalties for ultra-fast-fashion platforms from September 1, targeting business models associated with SHEIN（希音）and Temu.
The 2026 charge ranges from EUR 0.50 for socks and underwear to EUR 12 for a short jacket, depending on each item’s environmental score, and cannot exceed 50% of its pre-tax price. The ceiling will rise through 2030, when the charge on a jacket could reach EUR 19.50.
The measure sits on top of France’s existing textile producer-responsibility contribution. It applies to a range of clothing categories, while conventional retailers and mainstream fast-fashion brands such as Zara, H&M and Uniqlo are expected to remain outside the scheme. Platforms will also have to show environmental and social-impact information, as well as manufacturing origin, as prominently as the price. An advertising ban is due to take effect in 2027.
For low-price cross-border sellers, the costs could materially reshape pricing and product strategy. Combined with the EU’s new small-parcel duty, France’s policy is a test case for whether Europe can regulate ultra-fast fashion through product design, durability and repairability rather than country of origin.
