The current business competition landscape in China and around the world is undergoing significant changes. Companies are seeking dividends from management to achieve refined and high-quality development, which has become one of the most pressing demands of the era. With the major trend of digital transformation and cloud adoption among Chinese enterprises, the HR SaaS market holds tremendous potential.
Software as a Service (SaaS) refers to a service model in cloud computing. It is a way of providing centrally hosted applications over the Internet. Enterprise users typically access these applications through web browsers, without the need to purchase, install, or maintain any software or hardware. Therefore, SaaS applications are also known as “web-based software” or "hosted software".
The SaaS industry in China started around 2005 when a few domestic companies began experimenting with transitioning from traditional client-server (C/S) architecture software to software based on browser-server (B/S) architecture, laying the foundation for domestic SaaS products. Starting from 2010, more internet companies in China entered the SaaS market, with a particular focus on the CRM field. After 2015, the Chinese enterprise-level SaaS industry entered a rapid growth phase, gaining public attention, and the demand from enterprises gradually shifted towards deep solutions that can address specific business pain points.
There are two different types of Software as a Service model, horizontal SaaS and vertical SaaS.
Horizontal SaaS is a structure well used by established cloud services such as Salesforce, Microsoft, Slack, Hubspot etc. It does not differentiate based on the customer’s industry and provides universal services. The services mainly include CRM (Customer Relationship Management), HRM (Human Resources Management), collaborative office automation (OA), ERP (Enterprise Resource Planning), and more. Currently, CRM SaaS in the Chinese market differs from mainstream foreign vendors like Salesforce in terms of functionality. It focuses not only on sales process automation but also on marketing, helping enterprises accurately acquire customers and achieve efficient customer conversion.
Vertical SaaS provides services tailored to specific industries. Currently, it is mostly provided by traditional software vendors or industry solution providers who offer SaaS services in parallel. It is commonly divided into vertical markets such as finance, healthcare, e-commerce, and real estate. Generally, vertical markets are more segmented, and users tend to have higher stickiness to industry-specific products compared to horizontal models.
HR SaaS, in simple terms, refers to human resources service software. It belongs to the horizontal SaaS category and covers the entire chain of services including recruitment management, core HR management, training and development, talent management, talent assessment, and organizational development. In recent years, the increasing demand for blue-collar employment management has also led to a surge in attention and demand for flexible labor markets.
According to the data of China Insights Consultancy, the scale of China's digitized HCM industry reaches CNY18.9 billion in 2021, of which the market scale of cloud-based HCM (HR SaaS) is CNY5.5 billion, accounting for 29.2%. Accompanied by the gradual maturation of cloud computing-related technologies, China's cloud-based HCM market accelerated growth, and the proportion of cloud-based HCM in the total digital HCM market increased from 23% to 29% in 2017-2021, and the market share is expected to reach 52% by 2027.
