Cailian, December 30 (Xinhua) -- the Ministry of industry and information technology issued the Interim Measures for the handling of payment complaints of small and medium-sized enterprises on December 30 to standardize the acceptance and handling procedures of payment complaints of small and medium-sized enterprises and safeguard the legitimate rights and interests of small and medium-sized enterprises. The Interim Measures specify that these Measures shall apply to the complaints filed by small and medium-sized enterprises against organs, institutions and large enterprises for refusing or delaying the payment of goods, projects and services in violation of the contract. The departments responsible for the comprehensive management of the promotion of small and medium-sized enterprises of the people's governments at or above the provincial level shall accept the complaints, and the relevant departments and local people's governments shall deal with the complaints. The department accepting complaints shall establish convenient and smooth complaint channels and make them known to the public. When making a complaint, the complainant shall have specific complaint matters and factual basis, and be responsible for the authenticity of the materials provided. After receiving the complaint, the complaint receiving department shall review it within 10 working days.
