Chinese AI developers DeepSeek and Moonshot have been invited to make statements at a United Nations Security Council briefing on artificial intelligence and international security scheduled for September 23, Reuters reported. Their invitations would bring Chinese model developers into a session expected to include OpenAI CEO Sam Altman and senior representatives of Anthropic.
The 15-member Council meeting is being convened by France, which holds the Council presidency this month, during the high-level week of the UN General Assembly in New York. The anticipated speakers also include Yoshua Bengio, co-chair of the UN’s Independent International Scientific Panel on AI, and Hugging Face CEO Clément Delangue, according to Security Council Report.
Reuters, citing two people familiar with the plans, said DeepSeek founder Liang Wenfeng did not plan to attend. One source cautioned that arrangements could change at short notice. DeepSeek and Moonshot had not responded to Reuters’ requests for comment as of September 22, so the companies’ representatives and final speaking arrangements had not been publicly confirmed.
The briefing follows the Council’s first debate on AI risks in 2023. At that meeting, China warned against AI becoming a “runaway horse,” while the United States raised concerns about its use to censor or repress people. This week’s session brings technology developers into the discussion alongside diplomats and UN officials, focusing attention on how the rapid development of advanced AI may affect international peace and security.
The invitations give Chinese AI companies a direct opportunity to present their views in a major multilateral forum. They do not, by themselves, establish a formal role in setting UN policy or indicate agreement among the companies or Council members on how AI risks should be defined and addressed. Whether the planned briefings proceed as expected, and what positions the companies present, will determine how much the meeting adds to the international debate.
