DeepSeek and MiniMax Complete Export Registration for Model Releases and Overseas Licensing

DeepSeek(深度求索)and MiniMax(稀宇科技)have completed registration procedures covering model open-source releases and overseas licensing, according to an October 22 report by Yuyuantan Tian, a new-media outlet affiliated with China Media Group. The development provides an example of Chinese AI companies proceeding with international distribution after Beijing introduced temporary technology-export registration requirements.

The report followed an October 16 announcement by China’s Ministry of Commerce and Ministry of Science and Technology proposing revisions to the Catalogue of Technologies Prohibited or Restricted from Export. The draft would add 23 AI-related technologies, including technologies involving large models, agents and computing clusters. While consultation on the revised catalogue continues, temporary pre-export registration requirements have already been introduced for the technologies specified in the announcement.

According to reporting by the STAR Market Daily, MiniMax’s registration covers some recently released and forthcoming models, including both open-source publication and overseas licensing. The publicly available reports do not provide a complete list of registered models, recipients or individual licensing arrangements.

The distinction between registration and licensing matters. Completion of registration should not be presented as blanket approval for all future model exports or overseas deployments. Nor does it establish that a restricted technology has received an export licence. Companies must assess the requirements applicable to the technology and transaction concerned.

The ministry’s policy explanation also distinguishes technology transfers from services. Under the proposed framework, overseas deployment involving restricted model technology would fall within technology-export management. Providing overseas users with API access, app or web interactions and SaaS applications would fall outside the specified large-model technology-export management scope. Relevant technologies already made public through open-source releases or academic publications are also proposed to remain outside management.

For Chinese model developers expanding internationally, the immediate significance is procedural: the reported registrations show that model distribution and overseas licensing can continue through the applicable compliance process. They may also help vendors explain their export arrangements to enterprise customers conducting procurement reviews.

That documentation addresses only the Chinese export side. Overseas customers still need to assess local rules, model licence terms, deployment arrangements and data handling. The next test is whether developers can turn clearer procedures into sustained overseas adoption and revenue, while keeping pace with the final catalogue and subsequent implementation requirements.
