Vietnam’s Deputy Prime Minister meets Chairman of China Railway Signal & Communication

On the afternoon of December 17, Vietnam's Deputy Prime Minister Tran Hong Ha met with Lou Qiliang, Chairman of China Railway Signal & Communication Corporation (CRSC), at the Government Headquarters in Hanoi.

During the meeting, Deputy Prime Minister Tran Hong Ha emphasized the shared commitment of Vietnam and China to deepen and elevate their comprehensive strategic cooperative partnership, with the goal of building a Vietnam-China community with a shared future. This commitment serves as a crucial foundation for enterprises from both countries to implement cooperation agreements and projects, especially in the railway sector, thereby safeguarding the shared interests of both nations and their respective enterprises.

Deputy Prime Minister Tran Hong Ha commended China's significant advancements in high-speed rail technology and expressed hope that CRSC, along with other leading Chinese railway companies, would work closely with Vietnamese companies and partners. Such cooperation is expected to promote the development of Vietnam's railway sector and ensure it aligns with future growth needs.

The Deputy Prime Minister stated that the primary objective for Vietnam's railway sector is to gradually gain mastery over modern technology at every stage of the process — from research and design to construction, operation, and management. He encouraged CRSC to support the Vietnam Railway Corporation and relevant enterprises in achieving this goal by facilitating the implementation of strategic interconnectivity railways, urban railways, and high-speed railway projects. He also called for the transfer of advanced technology from China to Vietnam.

Additionally, Deputy Prime Minister Tran Hong Ha urged CRSC to share its experience with Vietnam’s railway management authorities and to provide technical consultancy. He suggested that CRSC assist in the development of standards, regulations, and legal frameworks for Vietnam’s railway sector, particularly in the area of railway transport signal control systems.

The Deputy Prime Minister proposed that CRSC collaborate with Vietnam's Ministry of Transport and other relevant agencies and enterprises to accelerate the development of three strategic cross-border railway lines between Vietnam and China. He also invited CRSC to consider participation in urban railway projects in Hanoi and Ho Chi Minh City.

CRSC Chairman Lou Qiliang shared his company’s commitment to supporting Vietnam's railway sector. He noted that CRSC is not only interested in studying and constructing specific railway lines and upgrading the signal systems on sections of the North-South railway but is also eager to offer Vietnam high-tech railway products and services that are safe, high-quality, and competitively priced. These services are designed to meet the demands of Vietnam's ongoing digital transformation in the transport sector.

Lou Qiliang further stated that CRSC is willing to engage in investment projects in a flexible and appropriate manner. The company is prepared to share its experience, support Vietnam in talent development, and collaborate in research and development (R&D) initiatives. CRSC is also ready to partner with Vietnamese stakeholders to implement specific railway projects and cooperation plans, contributing to the realization of the consensus reached by the high-level leaders of both countries.

The meeting highlights the growing cooperation between Vietnam and China in the field of transport infrastructure, with railways playing a critical role in enhancing connectivity, trade, and economic development between the two countries.
